PEZA, DENR identify 7 new lands for ecozone dev't

PEZA Director General Charito Plaza(file photo) MANILA - The Philippine Economic Zone Authority (PEZA) and the Department of Environment and Natural Resources have identified at least seven new locations in Mindanao as viable lands for economic zone development. In a statement Thursday, PEZA said these lands viable for agro-industrial, agro-forestry, mineral processing, and eco-tourism are located in the Caraga Region. It said four of the proposed special economic zones will be located in Agusan del Norte, and one each in Agusan del Sur, Surigao del Norte, and Surigao del Sur. "We aim to restore back the once major industry of wood and put order in the utilization of the raw minerals processed into many other products in Caraga, which has the biggest timber and mining lands," PEZA Director General Charito Plaza said. The PEZA currently has 23 agro-industrial zones across the country. These newly identified lands for development are offshoot of the memorandum of understanding between PEZA and DENR signed last May that aims to spur economic growth in the countryside. "Under the MOU, PEZA and DENR have agreed to pursue the establishment of special ecozones in potential areas within the jurisdiction of the DENR that are suitable for development as agro-industrial, agro-forestry, mineral processing, and eco-tourism. We hope to truly implement these partnerships in the coming years under the administration of President-elect Bongbong Marcos Jr.," Plaza said. (PNA) }

(Screenshot from PEZA YouTube channel) MANILA - The Philippine Economic Zone Authority (PEZA) and the Department of Environment and Natural Resources (DENR) signed a memorandum of understanding (MOU) Tuesday that will help the former to identify idle lands across the country that can be developed into economic zones. In her speech during the signing ceremony, PEZA Director General Charito Plaza said the partnership with the DENR aims to identify viable timberlands, agricultural lands, mining lands, and natural tourism sites that can be utilized as ecozones such as agro-industrial, agro-forestry, mineral processing ecozones, oil depots, and eco-tourism special economic zones nationwide. "Creating different types of ecozone is the program of PEZA so we can protect the environment and locate the appropriate industries and enhance the responsible use of the land and its natural resources. This is PEZA's way of fully industrializing the country yet protecting, not destroying, our environment," Plaza said. Plaza added that converting idle lands into ecozones is aligned with the goal of Administrative Order 18 issued by the Malacanang Palace in 2019, which supports rural progress through ecozone development in the countryside. "This MOU signing will serve as an initial and broad framework of understanding between PEZA and the DENR towards the goal of identifying public lands nationwide that can be harnessed in a sustainable and environmentally-compliant manner, to spread ecozones because they are drivers of economic growth outside the National Capital Region (NCR)," she added. The PEZA and DENR identified the Caraga Region as the pilot area of their partnership. "As the country transition to the Presidency of President-elect Bongbong Marcos Jr., we in PEZA are positive about the economic outlook under the new President and we continue with our mandate of attracting investments and generating exports and jobs," Plaza said. Currently, there are 416 PEZA ecozones nationwide, of which, 105 ecozones are newly proclaimed. PEZA remits P5.6-B dividends to nat'l gov't under Duterte admin

MANILA - While attracting investments into the country and creating jobs for Filipinos, the Philippine Economic Zone Authority (PEZA) has also remitted over PHP5.5 billion in dividends to the national government during the administration of President Rodrigo Duterte. In a statement Friday, the investment promotion agency (IPA) said it remitted a total of PHP5.6 billion in dividends to the national government from 2017 to 2021. PEZA Director General Charito Plaza said the remittance made by the Duterte administration in the past five years is higher than the combined dividends remitted by the past four administrations from 1996 to 2016. In a span of 20 years, the past administrations contributed PHP5.19 billion in dividends to the national coffers. For 2021 alone, PEZA remitted PHP898.47 million in dividends to the Bureau of the Treasury (BTr). "PEZA continues to remit high dividends brought by our existing and new investments, projects, and expansions from 2017 to 2021. Amidst the pandemic, operations in our ecozones are unhampered and we continue to remit 50 percent of our net income as dividends to the national government," Plaza said. Meanwhile, corporate income tax (CIT) from PEZA from 2017 to 2021 stood at PHP2.89 billion, more than half of the CIT contributed between 1996 and 2016 amounting to PHP4.96 billion. In total, the IPA has remitted PHP18.66 billion from 1996 to 2021 to the national coffers that were used for the programs and projects of the government. "As PEZA does not receive any subsidy from the government, we really have to be more aggressive and innovative in attracting new investments, creating employment, and generating exports. This is one of our ways of contributing to the goals and legacy of the Duterte administration especially in reopening the economy and (the) rise from the effects of the pandemic," Plaza added. She said that while PEZA remits dividends to the national government, it has not received any budgetary support as it is "self-sufficient through the fees and other charges" it collects from locators. PEZA also cited sources of its revenues, including permit and inspection fees, processing fees, sewerage/garbage, fines, and transshipment, service concession revenue, rent and lease income, and utility system fees, among others. PEZA to propose hybrid work setup to next admin

MANILA - The Philippine Economic Zone Authority (PEZA) said it will propose tweaking its policy to include a work-from-home (WFH) arrangement, especially for the information technology and business process outsourcing (IT-BPO) industry, to the next administration. In a statement Tuesday, PEZA Director General Charito Plaza urged IT-BPO companies operating in PEZA-registered IT parks and economic zones to return to their offices on April 1 as ordered by the Fiscal Incentives Review Board (FIRB) for them not to lose their fiscal incentives. "We are supportive of the proposal of the IT and Business Process Association of the Philippines (IBPAP) to implement hybrid work scheme for the IT-BPO sector, and we hear the concerns of our investors and their individual workers affected by this order; however, we need to follow the regulations as mandated by the law," Plaza said. She added that PEZA-registered firms are subject to the PEZA law and the Corporate Recovery and Tax Incentives for Enterprises (CREATE) law, wherein export activities should be done within ecozones to continue enjoying the tax perks from the government. Meanwhile, Trade Secretary Ramon Lopez said companies registered with PEZA are required to resume onsite operations. "If PEZA-registered companies intend to adopt a hybrid WFH arrangement, especially if justified by the nature of their operations, e.g. service exports, the same can only be adopted by revising the PEZA law and CREATE Act," Lopez said in a statement. Plaza said PEZA supports the hybrid work arrangement as it has been proven to be effective in the past years amid the pandemic. "What we can do is to recommend this for the next administration to address. As of now, we have to abide by the existing laws and the decision of the FIRB and help to put back the economy to normal," she added. (PNA) }
