Not culturally competent. I believe it will force my family who has never heard of this program to participate without their consent. This is automatic enrollment that requires those who are unwilling to participate to opt out. Immigrants tend to not change their my family and other immigrant residents are likely to have to figure out how to opt out of a program they dont understand.
