Effingham City Police report 31-year-old Dylan Hampton of Louisville was arrested at the scene of the incident. That compares to a 2.7% jobless rate in November 2019. The Illinois Department of Employment Security reports total nonfarm employment in November decreased by 1,800 compared to last year. Illinois State Police report the crash occurred at 9:45pm on the Ste. Marie Road, south of Jasper County Road 50.
