One of the wonders of the ancient world lies just 12 miles west of Chillicothe, Ohio. Seip Earthworks is one of five monumental American Indian earthwork complexes included in Hopewell Culture National Historical Park. These National Park sites are being nominated to the World Heritage List as “Hopewell Ceremonial Earthworks” alongside three other earthworks managed by the Ohio History Connection: the Octagon Earthworks and the Great Circle in Licking County; and the Fort Ancient Earthworks in Warren County.
There are only 24 World Heritage Sites in the United States, and just over 1,000 in the world. The international community recognizes these as places of such outstanding universal value that all of humanity has a stake in their preservation. Having worked in city government for many years as a professional land planner, I am aware of the importance of a transparent “process” to the overall functioning of city government.
The “process” encompasses the day -to- day decision making by city employees, and the setting of policy by city council. To the greatest extent possible, residents need to be given the opportunity to provide input into this process. A case in point will serve to illustrate the importance of citizen involvement in city governance.
Since late September of last year, my street, North 40th, has been the focus of the 40th/Tamarack Transmission Line Project, a major infrastructure “improvement” to extend a large diameter water line to the west side of Newark. NEWARK Brevet Major Charles Dana Miller carefully planned out in advance the artwork he would add to his old adjutant desk.
All four sides of the 30 by 36 by 12-inch desk were ornately carved with the history of his regiment. On the front of the desk, Miller carved a specially designed monogram for the 76th O.V.I. that was the centerpiece, flanked by tents and the flag. To the left of the monogram is carved, 1st Brigade, 1st Division, 15th Army Corps, Army of the Tennessee and to the right, the Generals that had commanded. In an inscription below the monogram, he carved the 17 states that the regiment had marched through with the total miles traveled. He added that they had occupied 52 camps and 648 bivouacs and engaged in 56 battles and skirmishes. ....
