Based on a senior advocate s letter who witnessed handcuffing of accused persons produced before a District Court, the Telangana High Court has initiated a suo moto PIL and sought the State s response.
The Punjab & Haryana High Court imposed a cost of Rs 1 lakh on a police officer who had handcuffed Suresh Kumar Satija, an Akali Dal member, while taking him to market in connection with investigation.
The court found that handcuffing should only be if there was a possibility of the accused or under trial prisoner escaping custody, causing harm to himself or others.
