It forms part of Southend Council’s £5m programme of works to improve roads in the borough. Highways contractor, Marlborough, will be repairing and re-laying full roads and stretches of roads that require “immediate attention” between now and March next year. A total of 30 roads and 31 pavements are due to have been resurfaced by the end of the programme. PCSO's came across the poorly parked BMW when out on patrol in Westcliff over the weekend. The vehicle, which had been left in Hamlet Court Road, was deemed to be both dangerous and an obstruction by the officers. They tweeted: "PCSO's were out on patrol over the weekend when they attended an incident reporting a car not only causing an obstruction but also parked dangerously blocking part of a junction on Hamlet Court Road.
