Oliver Moore, No. 8 on NHL Central Scouting's final ranking of North American skaters presented by BioSteel, might be the fastest skater of all the prospects eligible for the 2023 Upper Deck NHL Draft, according to Pat Cullen of NHL Central Scouting.
