Former Dover City Councilor Marcia Gasses returns to represent Ward 4
DOVER – Marcia Gasses is once again representing Ward 4 residents as a city councilor. The City Council voted 7-1 Wednesday to appoint her to serve out the remainder of former Ward 4 councilor Joshua Manley’s term, which ends Dec. 31. Manley resigned in December after Foster’s Daily Democrat reported he missed more than three months of council meetings. He later told Mayor Robert Carrier that he and his family moved to Maine.
