This as we're about to see a debate in congress about an infrastructure package that could potentially provide the sorts of policy backup for the commitment that the united states has made to lower its carbon emissions by 50% within the next ten years. that's a bold pledge. it's bringing other countries to the table but as richard haass pointed out there's an implementation gap as well. there's a gap between what countries are pledging, committing to, and the policies that are actually in place. and that's where we need to see a lot of work. >> gene, you write about the u.n. climate report in ...
