On June 16, 2022, the Federal Energy Regulatory Commission (FERC) issued a Notice of Proposed Rulemaking (NOPR) entitled 'Improvements to Generator Interconnection Procedures and Agreements.' The reforms aim to address interconnection queue backlogs, provide greater certainty, and prevent undue discrimination against renewable technologies to ensure that pro forma generator interconnection procedures are just and reasonable, in accordance with FERC's jurisdiction under section 206 of the Federal Power Act.

FERC staff issued a white paper regarding the current status and use of hybrid resources – e.g., co-located generation and storage facilities – in wholesale markets, including markets operated by Regional Transmission Organizations and Independent System Operators.
