After a year during which Covid roiled the world, Kiwis
say value for money remains their top priority when it comes
to health insurance. The insight, revealed in a Canstar
survey to find NZ’s favourite health insurer, shows how

C est à la demande du Premier ministre de l époque, Edouard Philippe, début 2020, que le Conseil d Etat avait été saisi d une mission : réaliser une étude sur les pouvoirs d enquête et de contrôle de l administration au sens large. Le chantier est ensuite passé un peu inaperçu, crise sanitaire oblige, mais le Conseil a mené à bien son enquête dans des conditions difficiles (le plus souvent à distance) et il a remis sa copie récemment à Matignon.
Le dossier est technique, mais sensible. Qu ils soient douaniers, contrôleurs des impôts, inspecteurs du travail, agents des Urssaf ou de la DGCCRF comme inspecteurs de l environnement ou des agences régionales de santé, nombre d agents de l Etat disposent de pouvoirs d enquête souvent très vastes mais finalement peu transparents. ....
