And Lt. Gov. Mark Robinson delivered the Republicans' response, in a speech that sounded a lot like the opening salvo of a campaign. Cooper who is term-limited by the state's constitution won't be running again in 2024. Robinson is widely assumed to be a Republican candidate, though he hasn't declared his candidacy.
