Ben Leonard, 16, from Stockport, died of a serious head injury after falling off the Great Orme in Llandudno, Wales, while on a trip with the Scouts on August 26 2018 after being left 'unsupervised'.
David Pojur, assistant coroner for North Wales east and central, said the scouts had failed 'to accept any accountability' and were 'institutionally defensive' following Ben Leonard's death in 2018.
