Architect on May Street project refused to sign reimbursement form from developer James Levin


WORCESTER The architect that developer James E. Levin hired for the rehabilitation project at 5 May St. testified in federal court Monday that he never signed off on any reimbursement forms on Levin’s behalf out of concerns for the integrity of the process. 
Steven Petitpas, a longtime Boston architect, testified that he refused to sign the first reimbursement form he was forwarded after noticing an inaccurate statement, and was never again asked to approve any similar forms. 
“You can’t certify (work) that hasn’t been done, because you shouldn’t get paid for it,” Petitpas told jurors.
The architect’s testimony was offered in support of the government’s contention that Levin, with help from the city’s former top housing official, Jacklyn M. Sutcivni, improperly received reimbursement of about $2 million in federal rehabilitation funds for work he did not perform in 2010 and 2011.  ....

Contractor details quitting 5 May St. job after slow pace, integrity concerns


WORCESTER Asked from the witness stand in federal court Thursday whether he regretted meeting developer James E. Levin, Chris Killam didn’t hesitate. 
“Yes,” the Holden electrician responded, delivering his answer before a lawyer who didn’t like the question had delivered her objection. 
Killam, a licensed electrician since 1987, was the first man Levin hired to manage a 2010 affordable housing project at 5 May St. that would lead to the indictments of the developer and the top city official who oversaw the project. 
Levin is serving a 37-month federal prison sentence after admitting to soliciting $2 million in federal money for work he never finished, and jurors this month are being asked to determine whether the official, Jacklyn M. Sutcivni, aided Levin’s crime.  ....
