Kaplan, Chair of the New York State Senate Committee on Commerce, Economic Development, and Small Business, sent a letter to Governor Kathy Hochul urging the Governor to prioritize replenishment of the State's Unemployment Insurance Trust Fund using $2.5 billion of surplus revenue.
