CHARLOTTE, N.C. — Charlotte-Mecklenburg Schools acted fast to implement the Parents’ Bill of Rights, but internal emails reveal many teachers and administrators remained uncertain about how to do so.
About three-quarters of MSCS third graders did not meet expectations in reading, which means they could face more tests, tutoring, and summer school, or get held back.
The end of the school year — typically days of celebrations and send-offs — will be filled instead with more high-stakes testing and weighty decisions about summer school for thousands of third grade students under Tennessee's new learning and retention law.
“Those results will then give us the pathways for every single child,” said Jaron Carson, MSCS Chief Academic Officer in a live stream.
Schools will get preliminary scores Friday from state reading tests, kicking off a busy few days of analysis and communication with third-grade parents about what the results mean.
