Lack of communication, outdated policies and technology, among issues affecting local police, consultants say

CLAYTON â The police departments of St. Louis and St. Louis County are severely behind their counterparts in other parts of the country, hamstrung by legacy organizational issues and lacking overarching strategies for fighting crime in the region, according to two extensive reports produced by outside consultants and released Monday.
The reports, more than 80 pages total, describe two very different departments, each facing distinct challenges, but similar in their reliance on outdated policies and practices, and hobbled by internal rancor over hiring, promotions and discipline. Neither department communicates well with the public, employees or, crucially, with each other. This lack of county-city coordination is a roadblock to combating crime throughout the region, the reports conclude. ....
