SOUTH BEND â A judge has ruled against the St. Joseph County Health Departmentâs mask order, but the ruling has no effect on current requirements for residents to wear masks in public. The ruling brings to an end a lawsuit filed by self-described handyman John Goetz, claiming the health departmentâs mask order was illegal, as Indiana law does not give county health departments the power to order anyone to wear a mask.
