ATLANTIC — The Atlantic City Council agreed Wednesday to create a $100,000 Non-Profit Housing Rehabilitation Loan Fund in conjunction with Shift ATL, but not without some controversy over the details of how the fund was being created. St. Cloud Mystery Sidewalk Artist Strikes Again The "mystery" sidewalk artist that has been leaving masked murals on St. Cloud sidewalks created another masterpiece late last week. The mystery artist actually revealed themselves to be Karen Krey, an artist from the St. Cloud area. Karen's first two masked sidewalk masterpieces were a version of Leonardo da Vinci's Mona Lisa, and Johannes Vermeer's Girl with the Pearl Earring.
