The Fargo Human Rights Commission questioned the efficacy of the Fargo Police Department's internal investigation into racial profiling as well as The Forum's coverage of the investigation.
A combination of inexperience from the officers paired with a lack of cooperation from the mistakenly arrested men played a role in these two incidents, Fargo Police Chief Dave Zibolski said.
“I do not look like Johnny Cooper other than my hair,” Michael Wiles said. “If me and Johnny Cooper were to stand side by side, we would not be twins. They would be able to distinguish both of us.”
