OTAY MESA — A 35-year-old county inmate died Tuesday evening at a hospital shortly after collapsing in his housing unit at the George F. Bailey Detention Facility in Otay Mesa, sheriff’s officials said. Jonathan Robert Whitlock, a San Diego resident who had been in custody since February 2020 on arson and drug charges, collapsed around 5:45 p.m. Tuesday, sheriff’s Lt. Thomas Seiver said.
