Fraud at public orgs is not victimless crime


Only two days apart, we learned of two separate allegations of thefts from two local organizations meant to help people in need.
In the first, Julie Beale, the former finance director for the Appalachian Regional Coalition on Homelessness, was charged with stealing $119,000 from the nonprofit agency by making fraudulent payments to herself and family members and making unauthorized purchases from ARCH accounts.
Two days later, former administrative assistant Joyce Grace Parsons was accused of charging $8,657 to Carter County Head Start’s credit cards for personal items.
Neither of them have yet been convicted of crimes, and it’s not our intent to judge their guilt in this space. That’s the job of our justice system.

ARCH non-profit finance director, husband face fraud, theft charges


A former finance director in a regional homelessness coalition and her husband were charged this week with stealing nearly $120,000 from the non-profit agency, according to the state comptroller’s office.
Julie Beale was indicted by a Washington County grand jury on one count of theft over $60,000, one count of conspiracy to commit theft over $60,000, and money laundering.
Julie Beale worked for Appalachian Regional Coalition on Homelessness, or ARCH, an agency that provides support to homeless citizens in Northeast Tennessee.
Her husband, Sam Beale — who sometimes did maintenance work for ARCH — was indicted on one count of theft over $60,000, one count of conspiracy to commit theft over $60,000, one count of financial exploitation of an elderly or vulnerable person and one count of theft over $2,500.
