(MANILA BULLETIN) Maj. Gen. Emmanuel Luis Licup has been moved to the Office of the Chief PNP four days ahead of his mandatory retirement on April 9 from being the head of the Directorate for Comptrollership. Licup served as the regional director of Police Regional Office-MIMAROPA (Mindoro Oriental and Occidental Marinduque, Romblon and Palawan) and Police Regional Office 9 before he was designated as head of the Directorate for Operations and eventually the head of the Directorate for Comptrollership. Licup, a member of the Philippine Military Academy (PMA) Class 1987, will be replaced by Brig. Gen. Rodolfo Azurin, Jr. The post that would be vacated by Azurin as regional director of Police Regional Office 1, will be taken over by Brig. Gen. Randolph Balonglong. ....
