Waukegan planning to display more public art; 'I'd like this to be mural city, and have murals, murals everywhere'
Waukegan officials began gathering ideas from residents about adding public art to the downtown area during an open house Tuesday at City Hall, with the goal of helping beautify the area through a grant from the state of Illinois.
