Latoya Eiland, 40, died when her best friend drove into The Hop streetcar waiting platform handrail in downtown Milwaukee on a Friday night in July.
The district attorney's office tells WISN 12 News the driver of the car will be charged with homicide by intoxicated use of a vehicle.
The Milwaukee County Medical Examiner's Office identified the woman as Latoya Eiland, 40.
