Throwing out the rule book on spending
Virginia Woolf/Stuff If the Nelson City Council gets its way, the Elma Turner Library will be consigned to the history books. OPINION: The news this week that the council has drawn up plans for a new $44 million library has been met with a mix of shock and awe. Awe at the vision for a two-storied, architecturally designed, all things to all people edifice. Shock at the price. You can blanch at that figure, $44m is a colossal amount of money. But libraries are expensive. Christchurch spent $92m on theirs and Wellington is prepared to commit to a whopping $179m to doing up theirs.
