A sustained protest by community activists, a civil rights investigation and data showing the Southeast Side is one of the most polluted areas in the country drew President Joe Biden’s Administration into a city permitting controversy involving the relocation of car-shredder General Iron.
In an interview with the Chicago Sun-Times Thursday, Michael Regan, the new head of the Environmental Protection Agency, said the planned move of the scrap-metal shredding operation to a low-income neighborhood that is already highly polluted is a prime example of the environmental justice concerns the Biden Administration wants to remedy.
“As we look at what we perceive to be some of the more egregious cases out there that we need to weigh in on . this popped up on our radar,” he said of the controversy. ....

City delays permit for General Iron, asks for data on cumulative impact of pollution from related businesses

Mayor Lori Lightfoot’s administration is seeking more information about the cumulative air pollution around a proposed scrap-metal shredding operation on the Southeast Side, an inquiry that delays the city’s permitting for the controversial business.
The city has been reviewing an operating permit application from Reserve Management Group, which acquired Lincoln Park-based General Iron in 2019. The company has been building a new facility at East 116th Street along the Calumet River to relocate General Iron, as the rebranded Southside Recycling, next to RMG’s existing businesses.
In a letter Monday, a city environmental official told RMG that it requires more information “to properly assess the relationship between and the potential cumulative impact of all Reserve Management Group operations” in the area. Air pollution throughout the Southeast Side is among the worst in the city. ....

City tells General Iron owner that application to open on South Side is 'deficient'

The city asked General Iron’s owner to submit almost three dozen additional documents related to potential pollution and safety as part of its application to open a controversial car-shredding operation on the Southeast Side.
In a letter dated Wednesday, the city called Reserve Management Group’s permit application “incomplete and substantially deficient” under new rules for such operations. The requests relate to an array of issues, from dust and air pollution control to stormwater discharge into the Calumet River where the facility will be located at East 116th Street.
The city also is asking for details on controlling fires and explosions. Southeast Side residents have noted an explosion at General Iron’s Lincoln Park site earlier this year as well as numerous air pollution and nuisance complaints from North Side neighbors as reasons they oppose the business.
