George Emerson and Phil Roper want to expand a project at the former Moore’s Lake retreat site, and Lingerfelt Development is planning an apartment complex near Tyler Community College.
VUU tower signage and Richmond’s “City Center” plan are on the Planning Commission’s agenda. Multifamily developments are proposed in Chester and advance in Henrico.
The deal comes as the seller, Highwoods Properties, is seeking approval of a massive mixed-use development on 34 acres across the street from the site.
