Sands ELKINS — Citizens Bank of West Virginia announces Becky Sands, Vice President and Loan Operations Manager, is retiring from her position after 39 years in banking. Sands began employment with Citizens in 2008 as a Loan Accounting System Specialist and was promoted to Loan Operations Manager in 2009.
