IT was stated at the conclusion of the Labours of the Southborough Committee that no Provincial ruler in India was more in sympathy with the scheme of Reforms outlined in the Montagu Chelmsford report than Lord Willingdon. We have had frequent occasions to express our disapproval of Lord Willingdon’s utterance and of certain measures of his administration, but we believe his statement was, on the whole, correct. In the discharge of his responsibilities as Governor under the Government of India Act also Lord Willingdon has so far shown himself equally anxious to give effect to the underlying spirit of the Reforms. The correspondence between him and Sir P. Theagaraya Chetty on the appointment of the first minister shows that the offer to Sir T. Chetty was made distinctly on the ground that he was the leader of the party which had won the election, and what is more, just as the Prime Minister in England is expected to submit the names of his colleagues, Sir T. Chetty was asked to submit two more names for the two other places in the ministry. On the question whether there are parties with well-marked boundaries in Madras, and whether it can be said with truth that the party of which Sir T. Chetty is the head has won the elections, we have no opinion to offer; that is a matter for our countrymen in Madras. But assuredly, where parties in the accepted sense do exist in a Council, and where it can be said with truth that one of these parties has won the election, the duty of the Governor is perfectly clear. It is to do what Lord Willingdon has done. Unfortunately, in many cases, including our own, neither of these conditions can be said to be fulfilled, while in every case the situation has been complicated by the virtual abstention from the elections of one party of which it can be said with truth that it is in a decisive majority in politically-minded India.

The “Times” Parliamentary correspondent wrote under date November 22: -- The names of candidates for the Viceroyalty of India continue to be actively canvassed, but, in the best-informed quarters, it is regarded as increasingly probable, if not, indeed, a foregone conclusion, that the appointment will go to Lord Willingdon, the Governor of Madras. He has all along been the strongest of the candidates possessing what is thought to be, in present circumstances, the essential qualification of having direct and continuous experience of Indian affairs and political currents. Other candidates similarly qualified were Sir George Lloyd, Governor of Bombay, Lord Ronaldshay, Governor of Bengal, and Sir Harcourt Butler, Lieutenant-Governor of Agra and Oudh. The appointment of Lord Willingdon will create a precedent. Hitherto the Viceroy has not been chosen among the Governors of Provinces.
