IT was stated at the conclusion of the Labours of the Southborough Committee that no Provincial ruler in India was more in sympathy with the scheme of Reforms outlined in the Montagu Chelmsford report than Lord Willingdon. We have had frequent occasions to express our disapproval of Lord Willingdon’s utterance and of certain measures of his administration, but we believe his statement was, on the whole, correct.
