LOWELL — White supremacist ideology was the last thought on Allison Vollmar’s mind when she scanned a QR code off a sticker pasted to a railing along Lowell’s Riverwalk. Later, she found swastikas marked on elevator panels in the Downes Garage in Downtown Lowell.
