According to the Abilene Police Department, 30-year-old Nicholas Mills of Abilene was driving along the Winters Fwy when he struck 24-year-old Mark Burrow of Lubbock around 1:45 a.m. Mills left the scene and called police stating he believed he had struck a person with his vehicle. Abilene driver arrested after fatally striking Lubbock pedestrian and leaving scene Staff report The deceased is Mark Burrow, 24, of Lubbock. The driver, identified by police as Nicholas Mills, 30, of Abilene, later was arrested and charged with second-degree felony intoxicated manslaughter and second-degree felony failure to stop and render aid. According to police, Mills called police dispatch at about 1:45 a.m. while driving to the Lytle South area. The investigation continues.
