Making exceptions for particular bills. a lot of people think the filibuster applies to everything. it doesn't. it probably applies to the minority of things that come to the senate. all the nominations. ambassador nominations, judicial nominations, they are no longer subject to the 60-vote rule. and the federal budget isn't subject to the 60-vote rule. certain trade provisions are just majority. so the question is whether some of these democratic senators and maybe some of the republicans would go along with exceptions for something as vital as voting rights. knowing this is a terrible thing ...
