Because of the additional enforcement. The unfortunate thing that we have to acknowledge that the driving enforcement is bad behavior. Whether mitigating the behavior through engineering, that reduces the likelihood of a person speeding because of the changing environment. Or hopefully getting to the hearts and minds of people and causing them to change their behavior. We will continue to see this kind of increase in enforcement.
