States and municipalities taking it upon themselves to enact the change that many have been calling for for well over a year now. mark, let s pick up right there. what s your take on some of the changes we have seen from these local departments? is it enough? i think the most significant change that we have witnessed is the change in the level of activism and involvement of a diverse group of individuals who are really pushing for significant, substantive change. they are pushing for revolution. the government seems untent on intent on pushing against that. you have local municipalities who decided to pick and choose what parts of the larger reform bills and packages, mainly the george floyd justice in policing act, just picking different parts and aspects to implement ....
Much on the leadership of the police department and not enough on fighting crime. recent events prove that his being here was a distraction from what i believe my i ve said repeatedly that my a key goal of my administration a primary focus is making baltimore a safer place. i think it s important that we understand that we cannot continue to debate the leadership of the department and think we re going to see the progress that we want to see in the crime fight. the city s deputy police commissioner kevin davis has been named as interim commissioner. joining me now is the director of the black law enforcement alliance, mark clackston. appreciate your time this morning. the mayor saying the recent spike in homicides after freddie gray s death required a change in leadership. talk to me about your reaction to that and where it needs to go even beyond that. i think the mayor accurately pointed out some of the problems ....
I think when you re talking about law enforcement agencies in particular and the criminal justice system it has to be the carrot on the stick. you have to incentivize or penalize in order to get them to move or shift in another direction, which is desperately needed. it is obvious, it is apparent so i mean those are the key components there. if you incentivize and mrs. clinton spoke about the funding stream that is necessary and is opening up for so many different agencies, that s fine. we talk about incentivizing, but the penalty should be equally as substantial and then you ll begin to see a shift in the paradigm, in the focus, in the attention level, in the care. we have to move the criminal justice system and law enforcement in particular more into a direction of being user friendly and that will increase the professional standards across the board from law enforcement. mark and nicole thank you both for being with me. ....
