USA TODAY Black and Hispanic Americans are likelier to view race as central to their identities than white Americans, according to a report released Thursday by the non-partisan non-profit Pew Research Center.     The Española City Council unanimously voted at its April 13 meeting to amend a new ordinance allowing the use of off-highway vehicles (OHV) on city owned and controlled roads.
