Kelley of Carroll County, Md., formerly of Millsboro passed away Wednesday, April 21, 2021.   Born Jan. 17, 1941, Phyllis was preceded in death by her beloved husband of 58 years, the late Robert J. Kelley III.  She was a devoted mother to son Kent S. Kelley (Anneli), cherished grandmother (Beeah) to Sean  P.
