HOUGHTON — The Houghton City Council likely wrapped up its budget meetings Wednesday, as City Manager Eric Waara ran through the parking, water, sewer, equipment and employee benefit funds.
Employee benefit, previously planned to be raised by 2%, was instead raised by 5%. In recent years, the city had purposely tried to lower the balance rather than balance the budget. This year had already seen a higher drawdown of funds due to the reduced overtime resulting from the lighter winter.
The city did not have to perform the same level of services for the state as it would do during the winter, but were still staffed and equipped for that level of work, Councilman Mike Needham said.

Pier project to go at full scale | News, Sports, Jobs


HOUGHTON — Houghton’s pier project will move ahead without needing to be scaled down.
At a special meeting Wednesday, the City Council approved additional matching funds of $408,550 to go with the Michigan Economic Development Corp.’s extra $1,225,650 of grant money. That brings the total project cost close to $5 million.
“I think it’s a tremendous opportunity for us,” said Mayor Bob Backon. “They’re increasing that amount and letting us match that at 25%, I don’t see how we can go wrong.”
The amount is based on the difference between the already authorized funds and the low bid. Skyrocketing steel prices during the pandemic resulted in bids for the piling on the pier coming in at twice the expected budget.

HOUGHTON — The Houghton City Council heard an update Wednesday on a $3.5 million project for renovations at Mattila Square in downtown Houghton, including a pier capable of handling cruise ships.
Houghton had initially pitched the project in 2017, and received an offer of funding from Michigan Economic Development Corp. (MEDC) in 2019. However, that was recalled in 2020 at the start of the COVID-19 pandemic.
MEDC approached the city with a new funding opportunity last fall.
“We had a public hearing previously with the other funding source,” City Manager Eric Waara said. “But given that this is a different funding source, it has to have its own hearing.”

The development would open up Lakeshore Drive to the sky, but this has been criticized for separating downtown businesses north of Shelden Avenue from their rear customer parking.
More than 100 people gathered on Zoom for Wednesday’s Houghton City Council meeting to voice their concerns, criticisms and support for the proposal put forward by the Veridea Group on Tuesday.
The city leadership has been working with Veridea on a plan to sell and develop the area currently occupied by the large parking deck between Lakeshore Drive and Bridgeview Park.
“Okay, before we get to the opportunity for the public to address the council, I would like to read a statement,” Mayor Robert Backon said.
