Shooter at Vancouver medical building showed up hours early, became agitated he couldn’t be seen, court documents say Updated Dec 28, 2020; VANCOUVER — A Vancouver, Washington, man who shot an employee to death at a PeaceHealth medical building had confronted another employee several minutes earlier over an appointment time, according to court documents. Douglas Jeffrey Moore arrived between 12:20 p.m. and 12:50 p.m. on Dec. 22 at the Medical Center Physician’s Building for a post-operative appointment, The Columbian reported. The 58-year-old was a couple hours early, became agitated when he was told he couldn’t be seen immediately and left, court documents show. Minutes later, Moore returned and shot 20-year-old Liliya Zagariya, who was working as a concierge in the lobby, documents said. Then he fatally shot himself.

[This story has been updated, Dec.24] Liliya Zagariya, a 20-year-old volunteer emergency medical technician with dreams of becoming a paramedic, was working at a Vancouver medical office Tuesday afternoon when a man walked in, shot her in the chest and then turned the weapon on himself. Zagariya, of Vancouver, was known as âLilyâ by Cowlitz 2 Fire & Rescue firefighters, died of her wounds, as did the man, identified by the Clark County Medical Examinerâs Office as Douglas Moore, 58, of Vancouver. Her death was ruled a homicide and his a suicide. The attack appears to have been random. âAt this time, there is no information that the two were known to one another,â the Vancouver Police Department said in a statement Wednesday. âThe incident appears random in nature.â
