As another summer meet at Saratoga Race Course approaches, thoroughbred horse racing advocates say the troubled sport is beginning a new era of oversight and accountability. The Horseracing Integrity and Safety Authority established by Congress in 2020 is overseeing efforts to implement standard and nationalized rules with respect to safety and doping.
