Melrose resident Mark Carroll is proposing to demolish the building across from City Hall to construct a four-story mixed use building with both commercial and residential space in its place. Carroll’s hope with this new property at 12-16 Essex St. is to add to the spirit that downtown Melrose offers both its businesses and residents, while creating a new place for Melrosians to live and work. ....
