Warning ... opinionated response follows ... nothing personal! Since you are IT, a question ... is platform Linux?  Is hosting on a 'shared' plan?   Do you suffer from CLAS (command line avoidance syndrome)? Migrating the entire site is possible ... but a big factor is question 2 above. By far, the eaiest way to 'march a moodle' (which is what you are doing) is best done via git (command line only).  The first hop in the march is the time to move site under git, but that depends upon not only question 2, but 1 and 3. No, you do not run a VPS on your own computer.  The VPS is still managed by a server company, so you don't need anything in your basement or anything like that. There are many companies that sell VPSs.  What you will find by those here on Moodle.org using VPSs is that they chose their company for a variety of reasons.  We kind of settle into a solution and then stick with it.

Yes, a folder named FileDir with what you described is located within the /var/www/html/moodle folder (although now I've renamed the Moodle folder since I am installing the next version of Moodle and I didn't want this folder to be overwritten). Does that mean it is the MoodleData folder or is it the code folder, or both combined??
