More than $12 billion in disparities exist between HBCUs and comparable white institutions because of decades of underfunding, according to the U.S. Department Of Agriculture.
Letters were sent to the governors of the 16 states, which include Alabama, Georgia, North Carolina, and Tennessee.
The government is supposed to provide equal funding to land-grant, state-run historically Black colleges and universities under the Morrill Act of 1890.
