Según Huntington, una ola de democratización sería “un conjunto de transiciones de un régimen no democrático a otro democrático que ocurren en determinado período de tiempo y superan a las transiciones en dirección opuesta durante ese período y que también implica la liberalización o la democratización parcial de sistemas políticos”. Así, en el mundo moderno se habrían producido tres olas de democratización y cada una de ellas habría afectado a un número escaso de países y durante su transcurso algunos regímenes de transición fueron en una dirección no democrática; pero no todas las transiciones hacia la democracia ocurren durante las olas democráticas. ....
