To committee. it's almost always a partiline vote. something that democrats have learned the way republicans when they were in the minority before, they tried to weaponize that commission to commit. so they probably told the democrats voting yes, go ahead and vote with republicans on that so they can't turn that back around you and run as against you in 2020. so that's smart political votes by democrats, frankly. that's always the purview of the republicans to try to weaponize those votes, that mtr, the motion to recommit and turn it around. you'll see some party defections on these votes here...
