A Cuyahoga County judge ordered Neil Wolfe to pay $625,873 in restitution to consumers and more than $1.7 million in civil penalties.
Neil Wolfe must pay a penalty of more than $2.4 million.
The ruling against Neil Wolfe, former owner of Neil Construction, resolves a lawsuit brought by the state in February 2021. That case followed an investigation into fraudulent business practices by Wolfe that included accepting down payments for work that was done either incompletely or not at all.
