The city council approved a $2.1 million tax increment financing package in October for the project in northeast Sioux Falls.
The $2.14 million TIF will need to pass a second vote next week in order to be instituted.
The project would be supported by a $2.14 million TIF, to be voted on later.
If approved in early October, Nielson Construction would be committed to building 65 single-family homes in eastern Sioux Falls.
