To succeed in deterring Iran from developing a nuclear capability,the Bush Administration needs to maximize its leverage in thisdispute by maintaining a strong military presence in the PersianGulf, improving the Navy's countermine capabilities, and creatingcontingency plans to minimize the effects of any disruption in theflow of oil.
