The Law Commission recommends a comprehensive law to address fraudulent marriages between NRIs, foreign citizens of Indian origin, and Indian citizens. It emphasizes mandatory registration of marriages, addressing divorce, maintenance, custody, and serving summons on NRIs and OCIs. Amendments to the Passports Act are also proposed.
